Create a funding request

https://api.opensylo.com/api/v1/marketplace-api/merchants/{ref}/funding-requests

Creates a funding-request intent. The intent starts PENDING and is
fulfilled automatically (within ~2 minutes) once KYC is APPROVED and
a credit score exists -- emitting funding_request.fulfilled with the
created loan_id, or funding_request.rejected with a
failure_reason if credit policy blocks it.

Merchants can request funding while KYC is still SUBMITTED. Each call
creates a new intent (not idempotent).
